Summary of presentation


Experiences from major / public investments and their organizing in Finland: Basic approach in projects and their financing / budgeting. Shifting from administrative investment programs to competition-, client- and service orientation. Striving after efficiency by using market/competition methods and allowing more market pressure on public agencies. Developing market conditions: more firms, more supply, and transparent competition. Risk of “under investments”. Creating a new form of public organisation, agency-enterprise with clearly defined / limited / undiscriminating mandate. Focusing on the efficient use of capital.
 

Autobiography


Pekka Pelkonen is MSc / Civil Engineering from Helsinki University of Technology. He works for the Budget Department of the Ministry of Finance of Finland since 1982. Prior to that he has been active in a private consultant firm in the field of infrastructure planning and in the City Planning Agency of Helsinki, from where he was employed to the Ministry of Education to responsibilities related to the university building projects.

Major investment projects, their costs, financing and contracting, have been an essential part of his professional experience in the course of 30 years. Since 1995 the scope includes also the organizing of the state real property ownership and management.
